FA: SCM: OM: Sales Order Lines Are In Locked Status With Hold For Change Request Status (Doc ID 2850187.1)

Symptoms

On the sales order XXXXX, the sales order lines contain locks with Hold for Change Request. The following error message was also attached to the lines.

A reservation was not created because the reservation quantity is greater than the available-to-reserve quantity.

The steps to replicate the issue are as follow:

1) Log into Fusion Order Management.
2) Search for the sales order XXXXX.
3) Observed that locks appear on the sales order lines. Click on the message icon and observe the reported error message.
