Unable To Login Into Cloud Account With Admin User

Information in this document applies to any platform.
Admin user was not able to login to cloud account via OCI login page (Account is not federated with IDCS) and below error message was displayed.
"Your login attempt failed. The credentials you entered do not match our records. If you have unsuccessfully attempted to authenticate with this username multiple times your account might be locked out and must be reset via administrator. If this is a new user account, please contact your administrator for your temporary password."
