Symptoms

When using REST API to remove existing reservations for items with reserved quantities less than 1,
the following error occurs.

ERROR

You cannot edit the reservation because the document shipping status prohibits editing. (INV-2416281)

The issue can be reproduced at will with the following steps:
1. Using REST, attempt to remove existing reservations for items with reserved quantities less than 1
2. Confirm if successful or if above error occurs
