Symptoms

The following error is seen when trying to load Participants and Dependent Enrollment data:

Error ParticipantEnrollment : You can't supply multiple data lines for the same record in the same file because the component ParticipantEnrollment isn't date-effective.
Error DependentEnrollment  :You can't supply multiple data lines for the same record in the same file because the component DependentEnrollment isn't date-effective.
