Unable To Connect The Two Oracle Cloud Instances (Doc ID 2850918.1)

Could not ping and connect to instances even after attaching two Virtualized Network Interface Cards (VNIC) (primary and secondary). One is public and another one is a private subnet within the same Virtua CLoud Network (VCN).

Ideally, both the interfaces should be UP and pingable at the same time.
