Symptoms

When trying to mark Learners Records Complete using HCM Data Loader (HDL), the following error is appearing - 'Failed:Offering assignment found, but course assignment and ar relation not found'

The Admins can mark Learners completed through the User Interface, the problem is only when trying to mark the users completed using HDL.
