Symptoms

SUPP_HIER_TYPE1 to 3 on ITEM_SUPP_COUNTRY has values. The corresponding SUPP_HIER_LVL 1 to 3 are null.

Steps to reproduce:
================
1. Load items using the DC_ITEM entity.
2. Check ITEM_SUPP_COUNTRY.
3. Note supp_hier_type1 to 3 are populated, though supp_hier_lvl1 to 3 were not provided during the load.
