ACTUAL BEHAVIOR

"Document of Record" extract completes successfully but "Document of Record" is not created
EXPECTED BEHAVIOR
-----------------------
"Document of Record" extract should create "Document of Record" for employee.
STEPS
-----------------------
The issue can be reproduced with the following steps:
- My Client Groups -> Data Exchange -> Submit Extracts
- Select "Legislative Data Group"
- Search and submit custom extract with parameters
- Extract completes successfully
- My Client Groups -> Quick Actions -> Show More -> Document Records
- Search for the employee and click on the employee record.
- Document is not available.
