User have direct reports and want to assign the expense reports to them. But, when clicking on the assign button, User is assigned as the Expense Auditor, No dialogue box opens.

Navigator -> Auditing -> Manage Expense Reports> Select Expense Report > Click Assign Button > User is assigned as the Expense Auditor, No dialogue box opens
