Goal

After 22A
The web service https://<pod>.fa.us2.oraclecloud.com/xmlpserver/services/ExternalReportWSSService?WSDL is erring with;
PublicReportService::generateReport failed: user: <user_name> does not have permission to run the report: /Custom/Supply Chain Management/....xdo

This error can occur for other WebServices as well.
