Blockchain Service Console not Accessible Getting 502 Bad Gateway (Doc ID 2853323.1)

Symptoms

When trying to accessing the console with different browsers it gets a blank page or an Oracle Icon and eventually it gets "502 Bad Gateway".
A client using the API also reports "Request failed with status code 502".
