Symptoms

A Visual Builder Studio instance is being used to develop and deploy Visual Builder applications.
The Visual Builder being used is part of an OIC instance.

One OIC instance, which is not linked to SSO, works fine.

Another, which is linked to SSO, is not working.  It is not possible to deploy to the environment.
