Post 22A Upgrade BIP Public Keys (PGP) are gettting deleted (Doc ID 2854819.1)

Symptoms

 After upgrade to 22A, all scheduled reports with delivery set to SFTP server started failing with the error " Document delivery failed [INSTANCE_ID=bip.bi_server2] [DELIVERY_ID=-1] Delivery is completed [INSTANCE_ID=bip.bi_server2] [FTPProcessor]Delivery to SFTP completed with failure Document file or input stream is not set." SFTP setup uses the PGP public keys and PGP keys are getting wiped out repeatedly every few days which is causing the customer SFTP report deliveries fail and manually re-upload the PGP keys. The customers have to re-upload PGP keys manually to overcome this failure.
