Goals Not Visible on Employee Goal Plan When Manager Add Performance Goals from Performance Overview Page (Doc ID 2855225.1)

Goal

When manager navigates to My Team > Performance Overview > Select the employee > Click on +Add Performance Goal button and then submit, the created goals are not showing in Employee goal plan.

When queried the goal on backend, we have noticed that the source is GOAL_VERSION_TYPE_CODE is MASS_REQ instead of ACTIVE.
