Import Compensation Plan With ReUse Option Does Not Link the New Performance Measures to the Existing Plan Component (Doc ID 2855252.1)

Symptoms

REUSE option for importing compensation plan does not associate new performance measures to existing plan component.

STEPS
1. User imported a compensation plan CP-1 from TEST to DEV3 environment.
    The compensation plan has plan component PC-1 with performance measure PM-1
2. User modify the plan component PC-1 in TEST by adding a new performance measure PM-2
3. User re-import this compensation plan to DEV3
4. In DEV3, user sees that the plan component PC-1 still have only performance measure PM-1.
    However, user can see in DEV3 that performance measure PM-2 was created but it was not associated to PC-1
