ACTUAL BEHAVIOR

User is currently testing the P11D process and the P11D template is generating incorrect HMCR Payroll ID/Works number for some employees.
EXPECTED BEHAVIOR

P11D's HMCR Payroll ID/Works number should match the Statutory Deduction - PAYE component reference
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. run P11D process;
2. P11D template is generating incorrect HMCR Payroll ID.
The Oracle delivered P11D templates are used (Shared Folders/Human Capital Management/Payroll/Regulatory and Tax Reporting/UK) Folder > P11D & P11D online
When rerun P11D, using Payroll Relationship Group with only one employee included, the issue is not happening.
