OPA Projects Can't Be Opened After Upgrade (Doc ID 2855969.1)

Symptoms

 When customer opened the project they created before, it would prompt a window and asked them to upgrade the project.

They clicked Yes, then they revise some field label and deployed.
When they open it in OSC later, it showed error:

An error occurred trying to process your request. For further assistance please contact support.
