Symptoms

When trying to query a user in the Knowledge users page to assign a locale to them the following error occurs.

"Internal Service error. Please contact your system administrator


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the authoring classic The actions button is disabled.
2. Navigate to Knowledge => Knowledge Users and assign one or more authoring locales to each user
3. Error occurs
