Document Does Not Publish To The Predefined Folder Under Document Manager When Creating BP Records With CSV Import (Doc ID 2856140.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The user creates records and adds attachments through csv import. However, the documents does not get published to the Document Manager even though creation permission granted However, if the user clicks 'Edit' the records and submits it again, the attachments get published.


EXPECTED BEHAVIOR
-----------------------
The users expect the attachment should be automatically published to the predefined Documents Manager folder


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login Unifier
2. Open project / shell
3. Navigate to business process folder
4. Create a record with attachment using csv import
5. Notice the attachment is under Unpublished Documents folder instead of the predefined Documents folder
6. Select the record, Click Edit button, and then Submit again
7. The attachments are published to Documents folder

The issue has the following business impact:
Due to this issue, users cannot publish attachment to the predefined documents manager folder with csv import.
