Unable to Select Contingent or Contract Worker in Asset Inquiry Form

Symptoms
When attempting Asset Inquiry Search by Employee Name Box
The search criteria does not return contingent works, ie..employees who are setup as "contractor"
Search LOV for the box should show for any employee assigned to asset assignments
The issue can be reproduced at will with the following steps:
1. New person record setup as Person Type = Contractor
2. Add Asset using the same person to the Employee Name via Asset Assignment
3. In Asset Inquiry, click the Employee Name box and attempt search for the same employee
