Symptoms

Importing orders using FBDI fails with:

Order management did not import source order xxxxx because of the following error: DOO-DOO_IMP_ERR_CREATE_HDR DOO-DOO_IMP_ERR_CREATE_HDR.

The issue can be reproduced at will with the following steps:
1. Populate the FBDI template with the necessary values.
2. Upload the FBDI template and submit.
3. The process completes with error.
