Unable To Process Back Dated Inventory Transactions via FBDI (Doc ID 2856316.1)

On Fusion Inventory Management: 11.13.21.10.0
When attempting to import inventory transactions which are back dated over 10 years, the following error occurs.

-- Error
Error: You can't create the transaction because the transaction date is before 2012-03-03 15:39:31.000000000. Use Manage Inventory Profile Options setup task to update profile value.

-- Expected Behaviour
As the customer has set the profile option ORA_INV_TRANSACTION_CREATION_DATE_VALIDATION = 7000, the customer expects that transactions dated back as far as 2002-12-31 should be allowed, as that is 7000 days prior to 2022-3-1.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Download the FBDI Template
2. Populate the FBDI Template with transaction data and include a transaction date of 2011-02-28 00:00:00.0
3. Generate CSV and Import the file
4. Import fails with the above error message
