Additional Meta Tag on Layout Not Working (Doc ID 2856393.1)

Symptoms

If you need to add an additional meta tag to a layout, the meta tag won't be rendered on the page correctly. Instead, the page source will show undefined tag name:

Reproducible Steps

1. Go https://<admin-server>/occs-admin/#/design/, select a home layout and go to Settings.
2. Add a new meta tag under Additional Meta Tags section, and publish the change
3. Go to the site and review source. Notice the above meta tag with name="undefined".
