Symptoms

When attempting to Refresh Tree for Budgetary Control
the following error occurs.

ERROR

Error: The tree was found in the following control budgets with statuses that are incompatible with the refresh tree process:

Corrective Actions: Take the control budget offline immediately by closing or redefining the control budget.
