Symptoms
RMS does not allow to delete cost_changes from the mass upload screen when the cost_change is in Worksheet status but have an effective date from the past.
Workaround: Change the effective date to current or future date.
Steps to reproduce:
1. Upload a file with cost_changes with mass upload.
2. Make sure that the cosT_change in worksheet status and as an Effective_Date < than sysdate.
3. Try to delete cost_Change, but cost_change is not deleted.
