Source Template LOV Suddenly Shows No Values (Doc ID 2857294.1)

Goal

Previously this worked fine, but now when I go to create a new project and click the plus icon the "Source Template" LOV no longer shows any templates/options. Now unable to create any new projects in this instance because none of the templates show up.
