UCM CHECKIN_UNIVERSAL Service of GenericSoapPort Not Generating File Id - Release 22A (Doc ID 2857399.1)

Symptoms

When using the service CHECKIN_UNIVERSAL from WSDL:  /idcws/GenericSoapPort?WSDL to create the file in UCM (WebCenter Content)  it fails with the following error and File ID is not generated - 

StatusCode: -32
StatusMessage: Unable to execute service CHECKIN_NEW_SUB and function validateStandard. The error was caused by an internally generated issue. The error has been logged.
IdcService:CHECKIN_NEW_SUB
