ACTUAL BEHAVIOR

REST services via PIF are unable to create a payment application, after which the SOV becomes locked and users cannot create one manually. There is no error message from PIF. SOAPUI and Postman were tested, but they also timed-out and record were not created.
Users were able to update an existing payment application with REST API.
STEPS TO REPRODUCE:

- Using Postman - URL for customer environment
- Run Request: .json
- Observe Postman times out and the records are not created
EXPECTED BEHAVIOR

Expectation is for payment applications to be created successfully via REST API.
