Fusion CST: Unable To See The Transaction In Review Cost Accounting Distribution Despite Item Is Costed (Doc ID 2858005.1)

Symptoms

Unable to see the Transaction in Review Cost Accounting Distribution despite Item is costed

Users re unable to see the transaction in "Review Cost Accounting Distribution" for the Cycle Count Adjustment.
Expectation is to at least find the transaction in Review Cost Accounting Distribution in Not Costed or Not Accounted status.

In Review Completed Transaction the status for Costed Cycle Cost Adjustment shows "Pending Interface to Costing"

Why did this Transaction not get costed ?  All 3 Cost Accounting processes run every 6 hours.
If it did not get costed then expect to see it in Review Cost Accounting Distribution page with the Status
"Not Costed" or "Not Accounted"

 

Observe an below error in "Review Cost Accounting Process".

Error 

"The incoming inventory transaction could not be costed because an existing layer cost was not found to use as the actual cost of the item.
There is no layer cost for the receipt. This could happen if the receipt transaction does not have its own cost and the cost is to be determined
from existing receipts, but there are no other receipts with a cost, or the cost profile is set to use the first receipt layer option and there are no
other receipts with a cost and quantities that are not depleted."
