Child Tenancy OCI Credentials not received and self-service password reset returns error (Doc ID 2858094.1)

Initial email with the Temporary Credentials was not received and the User is receiving an Error when attempting to reset the OCI Direct Sign-In Credentials via self-service by clicking the "Forgot password?" on the login screen.
