SODtIMOD Messages Fail in MPS With ' Location Does Not Exist! Id:<LocID>' Error (Doc ID 2858273.1)

Symptoms

When attempting to process SODtlMod messages with 'A' and destination location is a warehouse, message fails with the following error.

 Caused by: oracle.retail.sim.common.core.SimServerException: Location does not exist! Id:<LocID>



Steps to Reproduce:

1. Create a modification to a WH to WH transfer allocation in MFCS.
2. The following SODtlMod message fails in SIOCS
