Post 22A: While Accessing FRS Reports Getting Error as 'Error: Create connection failed' (Doc ID 2858282.1)

Symptoms

On : 11.13.22.01.0 version, GL Reports & Inquire Screens

Post 22A, When attempting to run the existing FRS reports,
the following error occurs.

ERROR

Error: Create connection failed


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the Application.
2. Navigate to the Financial Reporting Center.
3. Run the report by clicking on the FRS report.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot run the FRS reports.
