Fusion Global HR: Need to Identify If a Position Has No Incumbent So Business Unit Can Be Modified

Goal
On the Position Details page and the Request a Position Change flow, the requirement is to identify if there is an incumbent on the position.
Based on this, if the incumbent is null, then the Business Unit for the position can be modified. This would only be limited to positions with no incumbent.
Otherwise, if the position has an incumbent, then modifications to Business Unit are not allowed.
How can the restriction to this field be accomplished?
