User Does Not Receive "Activate Your Account" Email When User Is Created In IDCS Admin Console (Doc ID 2858368.1)

 When a new user is added/created from IDCS Admin Console-> Users page, user should receive email to activate his account and set password for the account. But, the user did not receive email.
