Getting error the values {ATTR_VALUES} aren't valid for the attribute {ATTR_NAME} while uploading Self Paced Activity using HDL (Doc ID 2858778.1)

On : 11.13.22.01.0 version, Data Load

Unable to upload Self Paced Activity due to the error Content is invalid

Uploaded an SP Activity via HDL and then tried to upload it again now with the content and received an error where it is saying:

"ErrorThe values {ATTR_VALUES} aren't valid for the attribute {ATTR_NAME}."

The message is:
"The values PDF0000010 aren't valid for the attribute ContentId."

Checked the content and it is active.

Note that the SP Activity has already been created and just doing a reupload with the content.

The issue can be reproduced at will with the following steps:
1. Navigate to Data Exchange
2. HCM Data Loader / Import and Load Data
