IAM Domains - OKTA IDP integration and group mappings (Doc ID 2859553.1)

I'm trying to configure OKTA as IDP, no success yet.
Previously in other tenancy with no identity domain we had the "federation" and "group mapping", now I don't see the "group mapping" menu.
I followed https://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/idcs/idcs_okta_fed_obe/okta_fed.html

SAML is going through -> "Test the federation" is working.

How do I create users/groups?
