User Without Data Access Able To Access Data when User Name Length is >30 Characters

Symptoms
Data level security is not working in case user name length is >30 characters.
User with username length >30 characters still has full data access upon enabling data level filter. While for other users no data is available as expected.
The filter should apply to all users regardless of Application User ID length.
STEPS

The issue can be reproduced at will with the following steps:
1. log in to Dev
2. Navigate to Manage Items - Hit Search
3. User able to see Items here (Should not be the case since the user is not provided data access)
4. Attaching the Security Users file which shows no data access granted to this user
