Global Transfer of a manager has added change of manager row on assignment for 150+ employees with blank action reason
 

Steps to reproduce
--------------------------
My client groups->local and global transfer->change a legal entity->Submit-This will create a assignment split on direct reportees with below

Action:- Change of Manager

Action reason:- Null/Blank
