Stock Count Stuck in Authorized Status and Export File Not Generated from SIOCS (Doc ID 2859928.1)

Symptoms

Unit and Amount Stock Count export file is not generated after a manual authorization has completed.

Steps to Reproduce:

1.  Create an Unit and Amount Third Party Stock Count with Manual Authorization
2.  Extract Stock Count
3.  Run ThirdPartyImportStockCount Job
4.  On the web client, Stock Count Authorization screen, click on Confirm Authorization.
6.  The status changed to authorized.

The stock count export file is not generated and the stock count status does not get set to completed.
