ACTUAL BEHAVIOR

When creating purchase requisitions(PR) via SOAP webservice the PR is not reserving funds as expected. PR is in approved and PR header has blue icon PR mentioning contains PR lines cancelled
EXPECTED BEHAVIOR

PR should be approved and funds reserved
STEPS

The issue can be reproduced at will with the following steps:
1. Create a PR via SOAP WebServices
2. Observe issue
