When trying to upload an SSO certificate into CPQ getting the error: "The file virus scanning is set to active, but the scan service is unavailable."

The issue can occur on FTP jobs also.

The file virus scanning is set to active, but the scan service is unavailable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Admin > Single Sign-On
2. Upload an SSO certificate.
3. Error is triggered.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upload an SSO certificate.
