Cannot enable Windows Defender Credential Guard in instances although it looks enabled in the OCI Console (Doc ID 2860465.1)

Symptoms

For the Windows Defender Credential Guard instance, the instance state is "Running" in the OCI Console with the black shielded icon. However,  you cannot enable Credential Guard for the instance.
