Fusion Global HR: Enterprise Onboarding Email did not trigger for allocated checklist (Doc ID 2860900.1)

Symptoms

New employee on-boarding welcome e-mail notification not sending to the new employees created through integration (HDL Loader).
However, if you create Pending Workers through UI and convert to Employee, then onboarding checklist task welcome email notification is sending to the pending worker personal email (Set as email type WORK).

Working Scenario Steps to reproduce

1. Create Pending Worker to application UI
2. Convert Pending Worker to Employee
3. Pending Worker receiving onboarding welcome email notification to their personal email with detailed on-boarding steps to complete

Not Working Scenario steps to reproduce

1. Create Pending Worker through HDL Loader
2. Convert Pending Worker to Employee
3. Pending Worker not receiving onboarding welcome email notification
