Symptoms

When attempting to transfer an employee, the following error occurs:

ERROR

You can't create a work measure record for the selected unit because future records exist for the same unit. Delete the future records for the selected unit. (PER-1531492)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Initiate transfer transaction for an employee.  It is failing even after approvals are done
2. Correct assignment level records and then try the transfer transaction using classic UI.  Error occurs.
3. Transaction also fails post approvals using the responsive UI.
