Symptoms
When attempting to verify the change made in a sandbox, in the sandbox, try to create a HDHR next gen service request
You are unable to open HRHD service request page, a pop up error window shows with
ERROR

Exception During RestAction
or
Error response during restaction severity metadata rest call failed
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter a sandbox
2. Go to Help desk > Next Gen service request to open service request page
3. Error message pops up
