Partner Users With Collaborator License Unable To Be Proxies For Other Users Within Their Companies (Doc ID 2861503.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Partner Users are unable to assign proxies to other Collaborator users within their companies. Additionally, the Owner Company Admin is unable to assign proxy for one Partner user to another Partner user as the user picker yields no results/choices.

EXPECTED BEHAVIOR
-----------------------
Partner Users with Collaborator License should be able to assign proxies to other Collaborator users within their companies. The Owner Company Admin should be able to assign proxy for one Collaborator Partner user to another Collaborator Partner user. All partner users should be (and have been able) to assign proxies to other members of their organization in the past.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log in as the Company Administrator and proxy in as Partner User.
  2. Go To User Administration > Partner User > Open Partner User's account > Proxy Tab > Add (for Users who can act as my Proxy) = no user results retrieved from user picker even though there other active Collaborator users within the same Partner Company.
  3. Log out as Proxy user and attempt to assign a Collaborator user as a proxy to another Collaborator user using the steps mentioned above.
  4. Notice the same results.
