Symptoms

User do not want to display the old payroll definition name in the new hire page.
The old payroll should not be visible to HR team while creating a new hire record.
When attempting to end date or rename Payroll Definition, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Created a new Payroll Definition (XYZ Payroll New) effective from 01-Jan-2022;
2. End Dated the Payroll Relationship with the old Payroll Definition (XYZ Payroll) as of 31-Dec-2021;
3. Not able to End Date or Rename the old payroll name;
4. Error occurs.

Details:
Issue is users are still not able to End Date the Payroll Definition after 31-Dec-2021, even after the final close date was updated to 31-Dec-2021.
Tested to end date on a different date 01-Feb-2022 also, but still getting same error.

Sample HDL (HCM Data Loader) file used:

User followed (Doc ID 2116265.1) directions, but the issue still stands.
