Import parts is not importing non-inventory parts

EXPECTED BEHAVIOR

Import parts should import non-inventory parts

STEPS
-----------------------
Run the import, look cpq part database for non-inventory items.

BUSINESS IMPACT
-----------------------
Because of this customers can't import non inventory parts on CPQ
