Multistop Shipment Not Created When there Are Special Service Activity Times That Are Not Applicable (Doc ID 2861870.1)

Symptoms

Special Services exists that includes Activity Time. These Special Services are NOT applicable to the Ship Units or Orders being planned. However they are still being accounted for and time is being added to the Multistop calculation causing the Multistop shipment to be infeasible.

The shipment should be feasible and created as these Special Service Activity Times should not be considered.
