Error 'There seems to be a problem with this file' or 'Premature end of file' When Importing a P6 Project MSP XML File to MS Project In Japanese System Locale (Doc ID 2862128.1)

Symptoms

When attempting to import a P6 project exported to MSP XML format into Microsoft Project, the following error occurs.

We're sorry, there seems to be a problem with this file that keeps us from opening it.  Please try using a backup copy if available.

When subsequently trying to import the same file back into P6, the following error occurs in the log:

ParseError at [row,col]:[1,1]
Message: Premature end of file.

 

The issue can be reproduced at will with the following steps:
1. Export project from P6 EPPM or Pro to MSP XML.
2. Attempt to import the file into MS Project.
3. Note the reported error.
